For over a year, Bury Independents have been warning the Labour leadership that the council’s finances were heading in the wrong direction. We repeatedly raised concerns about the level of reserves being used to balance budgets and offered practical suggestions on areas where savings and efficiencies could be found. Unfortunately, those warnings appear to have been ignored.
The Warning Signs Were There
The most telling admission comes from the council’s own leadership. Councillors have been warned that reserves are now “dwindling” and Cabinet Member for Finance Sean Thorpe recently stated that the authority is getting “closer to a point where far more radical solutions are required” for the council to become financially sustainable. Reports also show the council faces continuing budget pressures and has increasingly relied on reserves to bridge the gap between income and expenditure.
Let’s be clear. Reserves are a one-off resource. Once they’re gone, they’re gone. Bury Council itself has previously acknowledged that continued use of reserves is “not a long-term solution” and that without further action those reserves could eventually be depleted.
What Happens Next?
The question residents will now be asking is: what comes next?
The council says it is currently pursuing a voluntary exit scheme for staff, but if the financial situation continues to deteriorate, people will understandably wonder whether compulsory redundancies could eventually follow. At this stage, no decision on compulsory redundancies has been announced, but the fact that “more radical solutions” are now being discussed should set alarm bells ringing.
What Does This Mean For Services?
More importantly, what will this mean for frontline services?
Residents are already frustrated by issues such as missed bin collections, road repairs that do not last, and the general responsiveness of council services. If staffing numbers reduce significantly while demand continues to rise, many will question how service standards can be maintained.
The financial pressures are not new. Public reports have highlighted ongoing budget gaps, growing demand for social care services and increasing reliance on reserves to balance the books.
Labour Cannot Claim This Came Out Of The Blue
Bury deserves honest answers.
Residents also deserve to know why warnings about dwindling reserves and long-term financial sustainability were not acted upon sooner.
The Labour administration can no longer present this as a problem that has emerged overnight. The warning signs have been there for some time. The real challenge now is ensuring that local people do not end up paying the price through reduced services, job losses and a further decline in standards across the borough.

Bury Independents Will Continue To Hold The Administration To Account
As an opposition group, Bury Independents will continue to ask the difficult questions, scrutinise financial decisions and push for sensible, sustainable financial management before even more drastic measures become necessary.
The people of Bury deserve a council that plans ahead, listens to warnings and protects both jobs and services before reaching the point where “radical solutions” become the only options left.
